Application Package in Grants.gov

Applicants should prepare their MDCP applications offline and submit them online via grants.gov. The frames below show the screens that you will encounter when accessing the application package in grants.gov. Detailed instructions on how to use the application package are set forth below. The full announcement referenced in grants.gov is the FFO. It can be obtained by navigating grants.gov or by clicking FFO here.(See the clarification of restrictions on the size of type and margins set forth in the FFO.)

Keep in mind that each application will be evaluated and scored based on five selection criteria: 1. Potential to generate exports that create or sustain U.S. jobs strengthen competitiveness; 2. export performance measurement; 3. ITA priorities and partnership with ITA; 4. creativity and institutional capacity; and 5. budget, match and sustainability. The FFO includes a more detailed description of the evaluation criteria.

First, go directly to the MDCP announcement on grants.gov. The 2014 page on Grants.gov was similar to the 2012 page as shown below. The 2015 page should follow the same basic logic.

Important notice added April 24, 2015:

If at all possible, submit via grants.gov as described below. If this is not possible, email your application to Brad.Hess@trade.gov. If you must email your application, try to combine it into 3 pdf files like you would for grants.gov: forms, project narrative, budget narrative.

Forms (ITA refers to this as Part 1) [After registering on grants.gov, work on these forms last.]

Required form: Application for Federal Assistance (SF-424) [Download from grants.gov. You cannot complete this form offline until you have completed Part 3. Budget.]

Required form: CD511 [Download from grants.gov. Complete this form any time.]

Required form: Budget Information for Non-Construction Program (SF-424A) [Download from grants.gov. You cannot complete this form offline until you have completed Part 3. Budget.]

Required form: Assurances for Non-Construction Program (SF-424B) [Download from grants.gov. Complete this form offline any time.]

Form: Disclosure of Lobbying Activities (SF-LLL) [In the past, no MDCP applicant has ever needed to submit this form because none has everproposed lobbying as part of its MDCP project. Nevertheless, read the instructions. If you think you need to complete this form download it from grants.gov and include it in Part 1.]

Budget Narrative Attachment Form (ITA refers to this as Part 3)

[Work on this second. Use the mock application as a guide. There you will find an Excel file that has severl budget worksheets. Adapt these as appropriate and use it to generate your own detailed "budget narrative." The Excel file will help you generate numbers you will need to complete the SF-424A and SF-424. Once you are done, save or "print" or scan the Excel files. Do the same for other portions of your budget presentation. All these combined constitute Part 3, which you should combine as one pdf document. Do not try to attach the Excel file in xls or xlsx format. We only want one pdf document for the entire budget.]

Project Narrative Attachment Form (ITA refers to this as Part 2) [After registering on grants.gov, work on this first. Use the mock application as a guide. Once you are done, save or "print" or scan your Part 2 as one pdf document.]

 

[Upload your forms SF-424, SF-424A, SF-424B, and CD-511 on grants.gov. Although you upload each separately, grants.gov will transmit them to ITA as one package. We at ITA refer to this as Part 1.]
