Included in "department of a state government" are public-private partnernships that may not be state government agencies staffed by state employees, but are nonetheless supported by the state and tasked by the state to accomplish state government objectives. Examples include Enterprise Florida, Virginia Economic Development Partnership, and the North Dakota Trade Office.
