Bruce Smart was Under Secretary for the International Trade Administration from July 1985 until March 1988. Smart was responsible for managing U.S. export promotion responsibilities, export control regulations, and trade law remedies. He directed the International Trade Administration (ITA), which has more than 2,500 employees located in Washington, D.C., 47 other U.S. cities, and 128 commercial centers overseas.
Smart is a former chairman and chief executive officer of The Continental Group, Inc. He left The Continental group, Inc, following its merger into a privately-owned investment company. He was elected chairman and chief executive officer of the company in January 1981, after having served since October 1975 as president and chief operating officer. From December 1973 to October 1975 he served as vice chairman of the board in charge of all domestic operations.
Before that, Smart was executive, vice president and general manager of Continental's Forest Products Operations. He joined Continental in 1953, and in 1962 was named vice president of the central metal division. In 1965, he became vice president of marketing and corporate planning, and in 1969, was named group vice president of paper operations.
A native of New York City, Smart graduated from Harvard College with an A.B. degree in engineering in 1945. He received a M.S. degree from the Massachusetts Institute of Technology in 1947.
