Solid Urea from Russia [ A-821-801 ]
Scope Description
1. The product covered by this investigation is urea, a high-nitrogen content fertilizer which is produced by reacting ammonia with carbon dioxide. The product is currently classified
under the Tariff Schedules of the United States Annotated (TSUSA) item 480.3000.
Petitioner has requested that in order to avoid possible circumvention of an eventual antidumping duty order we include in the scope of the investigation nitrogen solutions currently
classified under TSUSA item 480.6550, as well as solid urea mixed with other fertilizers as currently classified under TSUSA item 480.8030. Merchandise classified under these two items
will be subject to the investigation only if the predominant component is urea. (51 FR 28857, dated August 12, 1986)
2. The product covered by this investigation is urea, a high-nitrogen content fertilizer which is produced by reacting ammonia with carbon dioxide. The product is currently classified
under the Tariff Schedules of the United States Annotated (TSUSA) item 480.3000.
In our notice of initiation we included in the scope of the investigation nitrogen solutions currently classified under TSUSA items 480.3000 and 480.6550, as sell as solid urea mixed
with other fertilizers as currently classified under TSUSA item 480.8030. However, the petitioner subsequently requested that the investigation be limited to solid urea. Therefore, we
have limited the scope to solid urea. (52 FR 124, dated January 2, 1987)
3. The merchandise covered by this investigation is solid urea as currently provided for in item 480.30 of the Tariff Schedules of the United States. (52 FR 19557, dated May 26, 1987).
4. The United States has developed a system of tariff classification based on the international harmonized system customs nomenclature. On January 1, 1989, the United States fully
converted to the Harmonized Tariff Schedule (“HTS”) as provided for in section 1201 et. seq. Of the Omnibus Trade and Competitiveness Act of 1988. All merchandise entered, or withdrawn
from warehouse, for consumption on or after that date is now classified solely according to the appropriate HTS item number(s).
Imports covered in this review are shipments of solid urea.. During this review such merchandise was classified under item number 480.3000 of the Tariff Schedules of the United States.
This merchandise is currently classifiable under HTS item 3102.10.00. The HTS item number is provided for convenience and Customs purposes. The written description remains dispositive
as the scope of the product coverage. (54 FR 33262, dated August 14, 1989)
