A Modern Air Transport Agreement
On November 21, Mexico and the United States initialed an agreement on air services that, once implemented, will provide new opportunities for travelers, shipping companies, airlines and other stakeholders. It will enter into force on January 1, 2016 once both sides have completed the necessary internal processes.
The Agreement is the result of hard work and political commitment on both sides of the border to strengthen our economic and cultural ties; likewise, it demonstrates our commitment to an open, competitive and market-oriented international economic system.
The Agreement will expand opportunities for international passenger and cargo flights to and from the United States and Mexico, and is a priority within the High-Level Economic Dialogue (HLED). The objectives of the HLED include the promotion of increased travel and trade, the improvement of productivity and the encouragement of high quality job opportunities, as well as economic growth.
The new Agreement includes open, unlimited routes between Mexico and the United States which will allow for unlimited entry for passenger and cargo carriers to fly between any city in Mexico and any city in the United States. The new Agreement will also include intermodal rights, open pricing and other important commercial rights.
For the first time, the Agreement will enable all-cargo operations to points beyond each country(Fifth freedoms), and all cargo routes between Mexico/United States and a third country do not have to include a stop in the United States/Mexico (Seventh freedom).
